Pakistan vs China Clothing Manufacturing: Cost, Quality and MOQ

Updated 14 October 2026 · By Salman Munawar, Founder, Ravix Pro Industry

Quick answer: China leads on volume and complex products, while Pakistan is often more competitive on cotton apparel and sportswear with lower MOQs and EU and UK duty benefits.

China is still the world’s largest clothing exporter, and for many products it remains the benchmark. But rising costs, tariffs and “China plus one” strategies have pushed buyers to compare alternatives. This article compares Pakistan and China specifically for clothing and sportswear, including a practical look at cost.

Quick answer

China leads in synthetic technical fabrics, trims, automation and very large volumes. Pakistan is usually more cost-competitive for cotton garments and labour-intensive sportswear such as sublimated teamwear, fleece, gloves and combat gear, with flexible MOQs and duty-free access to the EU and UK on most garments. For US buyers, Chinese apparel has faced extra Section 301 tariffs since 2018–2019. Many brands now use China for technical lines and Pakistan for cotton and teamwear.

EU import duty Zero on most garments under GSP+ Standard MFN rates (often 12% for garments)
UK import duty Zero on most garments under DCTS Standard UK tariff rates
US tariffs Normal duty plus 2026 Section 301 measures Normal duty plus long-standing Section 301 tariffs and 2026 measures

Sportswear cost comparison

Exact prices depend on fabric, quantity and decoration, so the table below shows relative cost drivers rather than fixed prices.

Cost driver Pakistan China
Cut and sew labour Lower Higher
Cotton fabric Competitive (local) Competitive
Polyester performance fabric Often imported; can cost more Local; usually cheaper and wider choice
Small-order surcharges Usually lower Can be high at large factories
Duty into the EU or UK Mostly zero Standard rates

Rule of thumb: the more cotton, stitching and handwork in a product, the stronger Pakistan is on landed cost. The more technical synthetic fabric and automation, the stronger China is. Always compare landed cost (price + freight + duty), not factory price alone. See clothing manufacturing costs.

Quality

Both countries have world-class and poor factories. Quality depends on the individual supplier, your specifications and your inspection process, not the country. Use the quality control guide wherever you produce.

When to choose each

  • Choose Pakistan for cotton tees, hoodies and fleece, sublimated team kits, MMA and boxing gear, gloves, small and medium orders, and EU/UK-bound goods.
  • Choose China for highly technical outerwear, seamless garments, bonded construction and very large programmes needing many fabric options.
  • Use both to spread risk: a common “China plus one” approach.

From our factory floor in Sialkot

At Ravix Pro Industry we have manufactured sportswear since 2008. Every order follows the same 11 steps: quote, design, approval, sample, cutting, decoration, stitching, thread trimming, quality check, packing and door-to-door shipping. Sublimation, screen printing, embroidery and stitching happen in-house, so we control colour, print quality and timing ourselves. The most common problem we see with first-time buyers is skipping the sample; a physical sample costs a little extra but prevents expensive surprises in bulk. FAQs

Is it cheaper to make clothes in Pakistan or China?

For cotton and labour-intensive garments, Pakistan is often cheaper on landed cost, especially into the EU and UK. For synthetic technical garments, China is often cheaper because fabric is local.

Is Chinese clothing quality better than Pakistani?

Not as a rule. Both have excellent and poor factories. Choose by supplier, samples and inspection, not country.

What is China plus one?

A sourcing strategy where brands keep some production in China and add a second country, such as Pakistan, to reduce risk and cost.

Do US tariffs favour Pakistan over China?

Chinese apparel has faced additional Section 301 tariffs since 2018–2019. US tariff rules changed again in 2026, so check current rates for your HS code with a customs broker.
