Pakistan vs Portugal Clothing Manufacturing: Cost, MOQ and Speed for EU Brands

Updated 29 October 2026 · By Salman Munawar, Founder, Ravix Pro Industry

Quick answer: Portugal is the premium, close-to-market option for European brands; Pakistan usually costs much less per piece, accepts similar or lower MOQs and is stronger in sportswear and teamwear.

Many European and UK brands start their search in Portugal because it is inside the EU, ships by truck in days and has a reputation for quality. Pakistan is the most common lower-cost alternative for cotton apparel and sportswear. This guide compares the two on cost, MOQ, products, speed and trade rules.

Quick answer

Choose Portugal when speed to the European market, “Made in EU” labelling and very small premium runs matter more than unit price. Choose Pakistan when you want a lower landed cost, sublimated teamwear, tracksuits, fleece, gym wear or fightwear, and are happy to plan 3–6 weeks ahead. Pakistani garments enter the EU duty-free on most lines under GSP+, so the duty gap with Portugal is small or zero.

Cost: the main reason buyers compare

Portugal’s textile cluster around Porto, Guimarães and Barcelos produces excellent knitwear, but its costs reflect EU wages, energy and compliance. Pakistan has lower labour costs and grows its own cotton, so the factory price for the same hoodie, tracksuit or jersey is usually much lower. Because GSP+ makes most Pakistani garments duty-free in the EU, buyers mainly add freight to compare. For runs of a few hundred pieces, air or sea freight from Pakistan is usually small compared with the price difference. Our clothing cost guide shows how to work out landed cost.

MOQ and flexibility

Portugal is known for being friendlier to small brands than large Asian factories, and many workshops accept 100–300 pieces per style. Pakistani sportswear factories often go lower: Ravix Pro starts at 30 pieces per design with mixed sizes. That makes Pakistan practical for clubs, startups and brands testing several designs. See sportswear MOQ explained.

Products: which country fits your range

Portugal shines in premium jersey T-shirts, knit fashion, socks and some technical knits. It has less depth in sublimated teamwear, combat sports gear and gloves. Sialkot in Pakistan has specialised in sports goods for generations, so football, basketball and cycling kits, tracksuits, compression wear, MMA shorts, rash guards and boxing gear are core skills there. Many brands use Portugal for a small premium capsule and Pakistan for their sportswear and volume lines.

Speed and logistics

Portugal’s advantage is distance. A truck reaches Germany, France or the Netherlands in a few days, which helps with fast replenishment. From Pakistan, air freight takes about 3–7 days door to door and sea freight about 3–5 weeks. If you plan your season 2–3 months ahead, Pakistan’s longer transit rarely matters. If you restock weekly, Portugal’s speed may be worth the higher price. See lead times from sampling to bulk.

Quality, compliance and sustainability

Portugal benefits from strict EU labour and environmental law. Pakistan’s export factories prove compliance through audits and certificates such as WRAP, BSCI, OEKO-TEX and ISO 9001; GSP+ itself is tied to Pakistan meeting 27 international conventions on labour, human rights and environment. In both countries, check the factory’s certificates and order a sample before bulk. See our quality control guide.

When to choose each country

  • Choose Portugal for premium knit capsules, “Made in EU” positioning and fast weekly restocks to European stores.
  • Choose Pakistan for sportswear, teamwear, fleece and fightwear, for lower landed cost, and for MOQs from 30 pieces.
  • Use both if you need a premium EU-made line and a cost-efficient performance line.

FAQs

Is Pakistan cheaper than Portugal for clothing manufacturing?

Usually yes. Labour and cotton cost less in Pakistan, and most garments enter the EU duty-free under GSP+, so the landed cost is often well below Portugal’s even after freight.

Do I pay EU import duty on clothing from Pakistan?

On most garments, no, if the goods meet GSP+ origin rules and you have the right origin documents. Always check your HS code in Access2Markets.

What is the MOQ in Portugal vs Pakistan?

Portuguese workshops often ask for 100–300 pieces per style. Pakistani sportswear factories often accept 30–100; Ravix Pro starts at 30 per design.

Is Portugal faster than Pakistan?
